Depends on the computer, and depends on a TV.

a 21" CRT TV typicly uses 44 watts, Your typical store bought desktop PC uses 220 watts, on full load, (processing games) it goes higher, like 260 watts. My computer at full load uses 650 watts, that is due to an overclocked core i7 quadcore, an overclocked HD4870X2 graphics card, a 10,000 RPM hard drive and a 7,200 RPM hard drive. Fans with LEDs aplenty, and cold cathode lights.

I should mention that by typical desktop PC, I mean one that has integrated graphics, and one hard drive. Even a PC with a low-end graphics card starts consuming close to 300 watts of power at full load.

I just did some checking at my own 30" CRT TV in the other room. It is rated at max amps to use 3.3 amps. 3.3 amps @ 120 volts is 396 watts. So now I see why I derserved the thumbs down. Thanks for bringing it to my attention. The info I got earlier must have been wrong on 21" CRT TV’s using only 44 watts.

No, the power consumption for CRT tv and desktop computer will be same. There may be some slight variation if the screen inches varies. Also the power depends upon the sound system which you are using.
